In relation of certifications, the DOT has primarily prescribed following policies:
1. All telecom equipments deployed kin telecom network to be of world level standards and security certified. Now
these would be covered under Mandatory testing and MTCTE.
2. Mandatory Specific Absorption Rate (SAR) for mobile handsets
SAR is the unit of measurement for the amount of RF energy absorbed by the body when using a mobile phone.
Normally the phones are designed to use the minimum power required to connect to the network. Therefore, the SAR
value depends upon the proximity to Base station.
The Mobile SAR value has been defined vide O.M. 18-10/2008-IP Dated the 17th Aug 2012 Department of Telecom, Ministry
of Communications & IT, Govt. of India (DOT), as less than or equal to 1.6w/kg average over 1gm tissue. All mobile
phones have to comply with these regulations. Until the mandatory testing date is announced, the SAR clearance is
on the basis of self certification (on the basis of a ILAC accredited lab)
